Building Commissioner
Job Description The Town of South Hadley is seeking applicants for the position of Building Commissioner. This position is responsible for enforcement and interpretation of the Massachusetts Building Code (780 CMR) and the Zoning Bylaw of the Town of South Hadley in all matters relating to construction and design of commercial and residential properties. Responsibilities include but are not limited to issuance of building permits, supervision of department staff, and management of the department’s budget.
Responsibilities:
•Reviews plans for building construction or alteration to determine compliance with State and Local building
and zoning codes and bylaws; issues building permits.
• Inspects buildings and alterations, under construction and upon completion for conformance with structural
requirements as mandated in local and state State Building Code and approved plans; issues Certificates of
Occupancy; reviews and inspects site plans and applications, special permits.
• Investigate complaints regarding zoning and building code violations, sends notice of violation and follows-up
with court action when required; inspects damaged facilities constituting a hazard, makes a determination on condemnations.
• Confers with builders, architects, engineers, property owners, and the general public regarding construction
requirements, application of the zoning bylaws, and other related matters; frequent contact with various
Town boards and commissions, employees, Town Counsel, State and Federal public safety and emergency
management officials, lawyers, appraisers, insurance and mortgage companies, and more.
• Management of the Inspectional Services department including budget, personnel and operations.
• Stay updated on changes in applicable laws, regulations
Recommended Minimum Qualifications:
The following requirements may be substituted by an equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities required to perform the job:
• Knowledge equivalent to a High School degree; a Bachelor’s degree in a field related to building
construction or design is highly desirable; At least five years of experience in the supervision of building
construction or design
• Thorough working knowledge of the Massachusetts State Building Code, local zoning bylaws; General
knowledge of requirements for building construction, fire prevention, light ventilation, and safe egress.
Working knowledge of the State plumbing, electrical, mechanical and gas codes. Ability to read and
interpret blueprints, drawing, and plans.
• Ability to enforce regulations firmly, tactfully, and impartially. Ability to establish and maintain effective and
harmonious working relationships;
• Ability to access all areas of construction sites; ability to ascend/descend ladders and stairs; Regularly
required to move about and traverse uneven terrain, positions self to view and inspect construction
worksites;
Status and Compensation:
This is an FLSA exempt, non-union, benefited position, 5 days/40 hours per week (typically M-F; 8:00am to 4:30pm with occasional weekend and evening hours), with an anticipated hiring range of $85,000 - $102,000 DOQ.
